Arayik Harutyunyan Presents Budget Request of Prime Minister’s Staff

On November 3, at the joint sitting of the NA Standing Committees on State and Legal Affairs and on Financial-Credit and Budgetary Affairs the Head of the Prime Minister’s Staff Arayik Harutyunyan presented the budget request of the Prime Minister’s Staff.

19bln 675mln AMD is designed to allocate to the Prime Minister’s Staff, 11 programmes and 45 events will be implemented by 2022 state draft budget. One grant programme and one event will be carried out in the amount of 122mln AMD. Six events being implemented in 2021 will be transferred to other bodies by 2022 budget, which will be effectively carried out with regards to the content. The National Assembly will hold an event - support to the parties and the alliances of parties. The Ministry of Labor and Social Affairs will implement the event to directed to supporting the NGO the RA Veterans’ Association. 215mln AMD was transferred to the Ministry of Hi-Tech Industry for the implementation of the event on the inter-institutional communication provision of the data exchange. The same Ministry will also implement the development programme of Trade and Infrastructures being carried out with the support of the World Bank (2.6bln AMD), the construction and the capital repair programme of the buildings (1.6bln AMD), the equipment obtaining programme (1.2bln AMD).

Three events increased by 2022 budget. 1.8bln AMD will be directed to the programme State Support in the RA and Abroad to the Implementation of the Investment and Public-Private Partnership, 20mln AMD – to the event Foodstuff Laboratory Research. The grant programme Additional Financing Support to the Transparency Initiative of Armenia’s Mining Branches being implemented by the support of the World Bank will be in the budget.

There are a number of continuous programmes which were also implemented in the previous years. The programme on the modernization of the state sector being implemented with the support of the World Bank is among them.

In Q & A session the MP Aram Vardevanyan emphasized the budgetary targeting allocations to the Inspection Bodies., which according to him, will underline the independence of those bodies. Arayik Harutyunyan has clarified that the Prime Minister’s Staff implements technical function, the inspection bodies are independent in the sense of content. According to him, having certain staff of the inspection bodies will require additional budgetary considerable expenditures.
